In order to prevent malicious activity, you cannot register again in a short period using the same username or e-mail address.
This applies if you have cancelled an account. Please wait until several days have passed before registering again.
If in spite of the fact you have never registered before, you cannot register a new account using your e-mail address, consider the possibility that a third party has registered using your e-mail address. In this case, enter your e-mail address on the re-send password page, and check if you can request a password. (It seems there are sometimes cases in which a family member has been registered.)
